Overview The Tehuacana Creek Water Improvement District #1 (TCWID) consists of 29 flood retaining structures in McLennan and Hill Counties, Texas. The Tehuacana Basin encompasses 14 sub-watersheds and covers an approximate area of 198,400 acres The District was created by Public Law 566 (PL-566) in the late 1950s as a joint agreement between the US Dept. of Agriculture (USDA), McLennan County, and the TCWID. Funds for construction of the structures were provided by federal bonds, the Soil Conservation Service (now the National Conservation Resource Service or NRCS) provided engineering, TCWID assesses taxes to landowners in the basin that are used amortize the construction loan and assure the completion of maintenance activities, and McLennan County collects the taxes and provides additional funds for maintenance.
